Job Description
We are looking to grow our Programme Office team at The North Wales Economic Ambition Board (NWEAB) and are now looking for an ESF Project Manager to join us and help deliver the Growth Deal for North Wales.  This financial role will give you the opportunity to work with multiple partners across North Wales; have flexible working arrangements, generous annual leave entitlement, a local government pension scheme plus training and professional development opportunities within a supportive environment.

The Growth Deal includes a suite of innovative and transformational programmes that will contribute to driving forward the economy in the region.  The Board has already set a strong foundation to deliver the Growth Vision, exploiting the opportunities as well as addressing some of the challenges facing the regional economy.  Now is an exciting time to join the growing team at the forefront of delivering positive change to North Wales.

Both the UK and Welsh Governments, and the Board, also recognise that the Growth Deal will be a key component of North Wales’ economic recovery post COVID-19.

As the ESF Project Manager your responsibilities will include:
  • To lead, manage and implement the ESF project for the Growth Vision for North Wales;
  • Managing a European Social Fund project budget of £6M, including £2.9 million of ESF funding and £2.9 million of other contributions, ensuring the appropriate use of the resources and funding is allocated to the assignment; 
  • Designing, presenting and supervising appropriate project manage systems, including managing and monitoring budgets, work programmes and activities effectively; 
  • Ensuring that there are effective systems in place for managing and monitoring finance, ensuring that funding is managed in line with financial regulations, and that full records are kept. 
  • Modifying and introducing any future changes to the Business Plan; 
  • Supporting and providing leadership for the Operational Group and NWEAB on the ESF assignment, and providing regular reports; 
  • Commissioning and leading the project Evaluation and leading and reporting the Cross-cutting Themes.
We are interested in speaking to people about the ESF Project Manager role with the following skills and experience:
  • Educated to degree level or equivalent in a relevant financial field;
  • An understanding of financial management practices;
  • Knowledge of detailed information about European funding and relevant guidance;
  • Experience of managing / implementing a project funded by European Funds;
  • Previous experience of managing budgets;
  • IT literate, with working knowledge of Word, PowerPoint, Excel, databases and relevant social media;
  • Ability to present, use and interpret any information confidently in both Welsh and English.
The North Wales Economic Ambition Board is a partnership of the 6 Local Authorities: Gwynedd, Anglesey, Conwy, Denbighshire, Wrexham and Flintshire, along with Bangor University, Glyndwr University, Grŵp Llandrillo Menai, Coleg Cambria and the North Wales Mersey Dee Business Council. The Board’s purpose is to deliver the Economic Growth Deal to North Wales and fulfil a fifteen-year growth vision to grow the economy and improve productivity.

In return, the ESF Project Manager will receive a salary of £33,799 - £35,934 pa. This is a full-time role however we will consider flexible working requests for the right person.  Initially this is a fixed term post until June 2023, with the possibility of an extension.
